Pentagon: US has provided assistance to 46 biological sites in Ukraine

The US has legally supported 46 biological facilities in Ukraine over the past 20 years as part of peaceful medical and agricultural projects, the Pentagon said.

The compilation of the two countries’ cooperation was released after Russian authorities repeatedly accused the US of conducting biological weapons activities on Ukrainian territory.

Over the past two decades, the US has worked to improve Ukraine’s biosafety and biosecurity and the effectiveness of human and animal surveillance by supporting 46 Ukrainian civilian laboratories, health care facilities and disease diagnostic centres, the press release said.

The Pentagon asserted that this cooperation is transparent, consistent with US and Ukrainian legislation and international law, often in cooperation with multilateral bodies, including the World Health Organisation.

The communiqué said Ukraine has no nuclear, chemical or biological warfare programmes and its laboratories are no different from similar medical and scientific facilities around the world.
The Americans added that the Pentagon and State Department have funded programmes to help convert former Soviet military and biological facilities in the former USSR into „peaceful public health facilities”.

The United States, through international cooperation, also worked to address other biological threats in the former Soviet Union. The project involved experts in biology, biosecurity, public health and related fields from across the US government, the release said.

„These activities promoted oversight and enhanced peaceful cooperation in biological research between scientists from the former Soviet Union and the global scientific community in accordance with international standards of safety, security, nonproliferation, and transparency,” – wrote the document.

Russian Deputy Foreign Minister Sergei Ryabkov said in May that „the revealed facts about US military-biological activities in Ukraine indicate that the activities of biological laboratories on its territory, including units of the sanitary-epidemiological department of Ukraine’s military department, were aimed at strengthening the pathogenic properties of plague, anthrax, cholera and other deadly diseases”.
